Description of Job



The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

The Affordability Program - Data Science work unit exists to develop, implement, and maintain the data strategy of the Division of Insurance (DOI). The data science unit works with policy teams to prioritize, collect, and analyze data relevant to new legislation and current division authority such as compiling data that exists in rate filings and other data calls from insurance carriers, including assisting the DOI in the collection, storage, and transfer of data; ensuring appropriate data collection, security, and dissemination; implementing new data infrastructure and processes across the division; analyzing data relevant to programs, policies, and new legislations; and advising policy teams on data needs and interpreting analysis results.

Position: SFA 4336

Data Science is an emerging field that is quickly becoming an insurance industry standard by applying data driven approaches to design insurance products that are going to be offer to consumers. To help, DOI adapts to a changing industry and bridges the gap between the insurance industry and the division, this position works with the manager of insurance data science and applies emerging industry best practices in data science to the division’s consumer protection and regulatory mission, and specifically to the Affordability Program’s directive to make healthcare more affordable.
 
The position manages all aspects of the implementation and ongoing work from SB24-080, which requires health insurance carriers in the state to submit bigdata relevant to provider and pharmacy reimbursement rates. The position works with the Colorado Office of Information Technology (OIT) and procurement to ensure DOI can ingest the required data, works with carriers to ensure data submissions are accurate, and works with the data science manager and other stakeholders to develop reports and policy proposals based on this data. After understanding and cleaning intricate and large data sets, the position designs and conducts complex analyses using inferential and descriptive statistics. The position is responsible for determining what analyses must be done, prioritizing them, and creating reports to translate the results to a variety of audiences. The data is new nationally and the position is responsible for implementing a first in the nation analysis and reporting suite that is going to be a model for other states and researchers across the country. The data is ingested bi-annually and the position updates and improves upon the analysis, and reports on an ongoing basis by applying new statistical and data science principles.

Duties include, but are not limited to:

  • Developing, maintaining, and updating the data schemas required for the machine-readable files, including running stakeholder meetings, gathering feedback, using advanced SQL to ingest, stage, validate, analyze, and report on the data in Big Query and Tableau;
  • Utilizing statistical principles to validate submitted data, working with carriers to improve accuracy, and ensuring compliance with statutes and regulations, including handling technical descriptions of any issues, working directly with technical staff to describe the issues in non-technical terms to the division leadership and other stakeholders;
  • Working with leadership to assess non-compliance and recommend Division action, acting as the lead in the technical description of non-compliance, determining what is necessary for carriers to reach compliance, and determining whether carriers meet requirements or not;
  • Developing, implementing, and improving statistical models to determine completeness and accuracy;
  • Creating, updating, and maintaining a lookup tool for internal staff to understand summary statistics about any carrier/provider/rate combination that the position has validated in the data;
  • Utilizing SQL, Python, R, and Tableau to analyze data and using advanced statistical data and data science processes to identify trends, patterns, and anomalies;
  • Serving as the lead analyst in the data science work unit, including guiding staff on matters related to data science, statistics, and reporting; supervising the work of two statistical analysts; and assisting the data science manager in training staff on incorporating data and analysis;
  • Training the data science work unit analysts on statistical and technical processes (i.e. SQL optimization, Tableau visualization best practices, or efficient database structure);
  • Assisting the data science manager in training the division staff in technical skills of how to use Tableau to clean and develop reports or how to use and interpret reports, depending on staff level of access and knowledge; and hosting Tableau user groups to disseminate learnings.

MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience

  • Eight (8) years of full-time professional* work experience in the healthcare industry, insurance industry (i.e. life and health insurance), and/or government agency performing three (3) of the following:
    • Developing and/or conducting data analysis; 
    • Troubleshooting, answering, and resolving data issues/inquiries (external/internal);
    • Developing, implementing, and/or improving data analysis models with SQL;
    • Creating reports and analyzing data results;
    • Demonstrated experience with/knowledge of statistical data, data science, and/or big data.
  • Of the eight (8) years, one (1) year must include formal supervisory** experience as either a Unit Supervisor (responsible for the pay, status, and tenure of subordinate employees), or as a Team or Work Leader, partially accountable for the work product of other team members. 
Option 2: A Combination of Education AND Experience 
  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, computer science, data science, database management, economics, public administration, public health, statistics, mathematics, or a field of study related to the work assignment; AND
  • Six (6) years of full-time professional* work experience in the healthcare industry, insurance industry (i.e. life and health insurance), and/or government agency performing three (3) of the following:
    • Developing and/or conducting data analysis; 
    • Troubleshooting, answering, and resolving data issues/inquiries (external/internal);
    • Developing, implementing, and/or improving data analysis models with SQL;
    • Creating reports and analyzing data results;
    • Demonstrated experience with/knowledge of statistical data, data science, and/or big data.
  • Of the six (6) years, one (1) year must include formal supervisory** experience as either a Unit Supervisor (responsible for the pay, status, and tenure of subordinate employees), or as a Team or Work Leader, partially accountable for the work product of other team members.
OR
 
  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in business, computer science, data science, database management, economics, public administration, public health, statistics, mathematics, or a field of study related to the work assignment; AND
  • Four (4) years of full-time professional* work experience in the healthcare industry, insurance industry (i.e. life and health insurance), and/or government agency performing three (3) of the following:
    • Developing and/or conducting data analysis; 
    • Troubleshooting, answering, and resolving data issues/inquiries (external/internal);
    • Developing, implementing, and/or improving data analysis models with SQL;
    • Creating reports and analyzing data results;
    • Demonstrated experience with/knowledge of statistical data, data science, and/or big data.
  • Of the four (4) years, one (1) year must include formal supervisory** experience as either a Unit Supervisor (responsible for the pay, status, and tenure of subordinate employees), or as a Team or Work Leader, partially accountable for the work product of other team members.

SUBSTITUTIONS: 
  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.

Preferred Qualifications:
  • Demonstrated experience working in the healthcare industry, in a state government agency, in the insurance industry, and/or in the Colorado Division of Insurance conducting data analysis;
  • Demonstrated experience as a work leader, including assigning tasks, monitoring work progress and workflow, reviewing the final product of the assignment from the staff, and establishing work standards;
  • Demonstrated experience working in a fast-paced, high-volume environment, and adapting to shifting priorities, as needed; 
  • Demonstrated experience utilizing and an understanding of statistical methods and best practices to analyze data sets;
  • Demonstrated experience working with data sets, including health care/pharmacy data, in the commercial (private) and/or public health insurance industry;
  • Demonstrated experience researching and designing methods to collect, clean, transform, and analyze data;
  • Demonstrated experience performing quantitative and qualitative analysis on raw, messy data;
  • Demonstrated experience tracking data and reporting out, or answering inquiries related to raw data;
  • Proficiency in database design and the use of SQL with Google Big Query or AWS-managed databases;
  • Proficiency in the use of Python, R, and/or Tableau to analyze data;
  • Demonstrated experience working with various databases, data structures, or other appropriate infrastructure, marrying data to support data analysis, research, and evaluation.
