The City of Richmond Department of Information Technology is actively seeking a talented individual to join our team as a Technology Systems Developer – Oracle Apex, within the Applications Division.  Position Overview:
 As a Technology Systems Developer – Oracle Apex, you will be responsible for enhancing, supporting, and maintaining of our in-house developed Oracle Apex revenue collection management system. We are seeking a skilled Oracle Apex Developer with a strong background in full-stack development and extensive experience in designing, developing, and implementing browser-based applications using Oracle Application Express (APEX) and related web technologies. The successful candidate will have a solid understanding of Oracle databases, data migration, query optimization, and JavaScript. You will be responsible for designing and maintaining custom Oracle applications, and your expertise in JavaScript will be crucial in enhancing user interfaces and overall application functionality


Duties include but are not limited to


  • Gather and analyze user requirements to design effective solutions using Oracle APEX.
  • Develop and implement browser-based applications using Oracle APEX 18 or higher.
  • Design, develop, and maintain custom Oracle applications leveraging Oracle APEX.
  • Write SQL and PL/SQL scripts for data conversion and migration processes.
  • Develop External Tables, Joins, Indexes, and sequences to optimize database performance.
  • Utilize JavaScript to enhance user interfaces and application functionality.
  • Create dynamic reports within the Oracle APEX environment using APEX reporting tools.
  • Support workflow and process automation for revenue functions.
  • Lead requirement gathering sessions and define solution sets to meet project objectives.
  • Debug complex applications and address defects within a fast-paced environment.
  • Collaborate with cross-functional teams to ensure the successful delivery of projects.
  • Provide expertise in query optimization, performance tuning, and PL/SQL development.
  • Utilize tools such as SQL Trace, Explain Plan, Indexing, Hints, Bulk Binds, and Bulk Collect.
  • Demonstrate effective communication skills to convey technical concepts to non-technical stakeholders.
  • Ensuring compliance with City standards and protocols
  • Serving as an essential employee, available for on-call support 24/7 during emergencies
 Incumbents serves as an Essential employee, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions, or inclement weather The incumbent in this position is required to serve on-call 24 hours/7 days a week to provide leadership for the support and resolution of problems for critical systems and applications within the assigned City of Richmond portfolio.


Qualifications, Special Certifications and Licenses


KNOWLEDGE, SKILLS AND ABILITIES:

  • Proficiency in SQL and PL/SQL scripting for data conversion and migration.
  • Strong expertise in developing External Tables, Joins, Indexes, and sequences.
  • Ability to write ad-hoc SQL queries and develop shell scripts as needed.
  • Proficiency with protocols such as web services and application program interfaces.
  • Experience with mobile application development.
  • Proficiency in JavaScript for enhancing user interfaces and application functionality.
  • Experience with query optimization, performance tuning, and PL/SQL development.
  • Proven ability to debug complex applications and remediate defects in a fast-paced environment.
  • Effective creation of dynamic reports using APEX reporting tools.
  • Demonstrated leadership skills with the ability to lead groups and gather requirements.
  • Strong problem-solving skills and attention to detail.
  • Excellent communication skills for interacting with technical and non-technical stakeholders.


MINIMUM TRAINING AND EXPERIENCE:
  • Bachelor's degree in computer science, systems development, or database management.
  • Minimum of 10 years of experience as an Oracle APEX full-stack developer.
  • Extensive experience in designing and maintaining custom Oracle applications using APEX.
  • Technical fluency in relational databases, including solid SQL and PL/SQL skills.
  • Familiarity with Oracle APEX 18 or higher.
  • Experience with global temporary tables and table partitioning.
  • Knowledge of web technologies and frameworks.
  • Familiarity with agile development methodologies.
 
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS: 
  • None required
PREFERRED TRAINING AND EXPERIENCE:
  • At least ten (10) years direct experience as developer working with Oracle applications
  • Technical fluency in relational databases. This includes solid SQL and PL/SQL skills
  • At least (10) years of experience with large-scale Oracle databases
  • Preferred experience in the areas below
    1. Oracle APEX
    2. Oracle E-business suite
    3. Oracle ERP applications
    4. Oracle 11i/12r.
