IT App Development - Senior Specialist

 This position supports the DCS mission by ensuring the $680 million in annual child support collections are accurately processed and distributed to families within timeframes mandated by federal and state laws. Failure to do so creates hardships for the 275,000 families we serve. This position also ensures the collections and disbursements are accurately reported at both the state and federal levels. Reporting errors can result in agency fines in the millions of dollars.

 Some of what you'll enjoy doing:

  • Provides senior-level application developer and architectural support for mission critical financial applications that support the collection and distribution of child support and business functions in multiple state agencies and financial institutions.
  • Re-architect applications and databases to move to more modern solutions in keeping with DCS's strategic plan for system modernization.
  • Collaborates with management and provides recommendations for the strategic direction of future projects, staffing needs, and the DCS IT roadmap.
  • Analyze software requirements and design new processes/methods to meet the needs.
  • Designs architectural solutions that provide highest level of protection for DCS's sensitive (Category 4) data.
  • Choose custom software design and implementation methods.
  • Develops solutions that integrate new technology into existing software infrastructure.
  • Troubleshoot, diagnose, fix or provide recommendations on how to fix systems/applications.
We’re looking for an IT professional with: 
  • Eleven years of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines. (A degree closely aligned with Information Technology may substitute year-for-year for the above experience.)
  • Ten years or more of professional experience in the design, development and implementation of enterprise software solutions transforming complex business requirements into technical solutions
Desired: 
  • Experience supervising, mentoring, coaching, and training a team of IT professionals.
  • Ability to apply analytical skills to find solutions to difficult problems and tasks.
  • Must be very detail oriented, organized and persistent in problem resolution.
  • Make decisions under high pressure situations to resolve complex issues.
  • Communicate clearly and effectively both orally and in writing.
  • Ability to efficiently work independently, as a team leader and as a member of the team.
  • Must have mastered several software development languages on various platforms such as COBOL(ACOB/UCOB), ECL, QLP, IPF, .NET Framework, MVC, VB6, ASP.Net and SQL.
  • Have advanced working knowledge of database structures and schemas.
