This position is being recruited for in Anchorage, Soldotna, Wasilla, Fairbanks, or Juneau. 

Pay will be determined based on location of selected individual.


Anchorage, Soldotna, Wasilla salary: $3,666.40

Fairbanks salary: $3,776.00

Juneau salary: $3,849.60


What you will be doing:

The Alaska Department of Environmental Conservation (ADEC), Division of Environmental Health (EH), is seeking an experienced Senior Software Developer/Project Manager to join our dynamic team and drive our projects to success. This pivotal role requires a seasoned professional with a strong background in designing and implementing complex software solutions. The ideal candidate will possess a blend of technical expertise, leadership and communication skills, project management with results, and a passion for innovation. Key responsibilities include:

  • Communicating EH IT needs within the division and externally: Serve as a key liaison, ensuring clear and effective communication of divisional IT needs with stakeholders, ensuring alignment with the technology requirements and solutions that drive success.
  • Providing access to existing EH data sources through intranet applications: Facilitate seamless access to valuable data through user-friendly intranet applications, enabling teams to access essential information quickly and efficiently. 
  • Designing and developing new databases: Lead the design and development of new databases to meet evolving that handle data with precision, ensuring accuracy, scalability, and adaptability for future growth.
  • Creating and overseeing development of intranet and internet client applications: Develop or oversee the creation of applications that enhance operational efficiency and meet the needs of both internal and external users.
  • Researching new hardware and software products and facilitating their installation and configuration: Stay ahead of the curve by researching products and managing their installation to ensure the division operates with the best possible tools available. 
  • Managing division IT projects and overseeing and/or providing input to major IT procurement efforts: Ensure projects are executed with precision, on time, and within budget, and that the division invests in the right solutions.
  • Responding to departmental IT requests and reporting requirements: Be the go-to resource for ensuring that all inquiries are addressed promptly and with accuracy. 
  • Supervision of the Division’s programmer positions: Oversee and lead to two analyst programmer positions (levels 2-4), ensuring team members are empowered to perform at their best and contribute effectively to the success of the division’s IT efforts.
  • Providing EH IT input to the department’s Fiscal Year IT Plan: Collaborate with leadership, helping to set the strategic direction for technology initiatives.
  • Providing technical support to division programs: Help teams resolve IT issues and optimize system performance, ensuring smooth day-to-day operations of applications and databases.
  • Ensuring state-of-the-art technology and best practices are used: Drive innovation and maintain high standards across IT operations.

The Alaska Department of Environmental Conservation’s mission is “Conserving, improving, and protecting Alaska’s natural resources and environment to enhance the health, safety, and economic and social well-being of Alaskans.” In the Division of Environmental Health, we provide clear standards and technical assistance to ensure environmental protection. We oversee a broad array of critical programs – safe food, safe drinking water, landfill and pesticides management, veterinary requirements and animal health, and laboratory analysis of environmental samples to protect both risks to the public and the environment. This position is based in the division’s Director’s Office, reporting to the Administrative Operations Manager, and plays a pivotal leadership role in optimizing data management systems best serve our internal stakeholders and external partners. This position will be filled in Anchorage, Fairbanks, Juneau, Soldotna, or Wasilla based on the location of the successful candidate. All office locations offer a collaborative atmosphere and hybrid telework opportunities. With general direction, this position performs a variety of functions associated with designing, developing and maintaining custom software solutions, managing database integrations, and ensuring technology supports the effective delivery of diverse Environmental Health programs, rules and requirements. The incumbent ensures the IT needs of the division are met and leads the team to ensure successful project execution and alignment with goals and objectives. 


We are looking for a candidate that has experience in the following areas: 

  • Software development: Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.
  • Project management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Customer/quality focus: Anticipates, monitors, and meets the needs of customers and responds to them in an effective, appropriate manner. Demonstrates commitment to identifying customers’ apparent and underlying needs and continually seeks to provide the highest quality service and product to all customers.
  • Adaptability: Adjusts to planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment.

Minimum Qualifications

Six years of computer programming experience, of which, at least two years were at the project leader or systems design level. This is equivalent to an Analyst/Programmer 4 with the State of Alaska. Two years of experience must have been in a business application, scientific application, microcomputer or computer information management support specialty. The specialized experience may be gained concurrently.

Substitution:

A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience in a specialty area. There is no substitute for the systems analysis and design or project leadership experience.

Special Note: 

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

For some positions in these job classes, a background investigation including fingerprinting is required.
